鳩山氏「子分に裏金」疑惑 民主代表の座カネで買う？（J-CASTニュース）
総辞職して首相の座を降りた鳩山由紀夫氏に、「子分にカネ」を配り、民主代表の座を「カネで買った」疑惑が浮上した。母からの資金提供を巡り、「子分を養うためのカネ」指摘に色をなして反論していた鳩山氏のあの「否定」は何だったのか。
疑惑は朝日新聞が2010年6月4日付朝刊で報じた。02年にあった民主党代表選を巡り、鳩山陣営にいた当時の衆院議員2人（現在はともに引退）が、鳩山氏の「公設秘書」らを通じて計300万円超を受け取り、「裏金として処理した」と証言した、と伝えている。
■国会での質問に「まったくの作り話であります！」
記事によると2人は、金の使い道について、代表選における「党員・サポーター」投票制の登録料立て替え分の補てんに使ったと話している。登録料（当時、サポーターなら1000円）は本人が納めることになっており、立て替えは規則違反の疑いがある。「元」議員の1人は500人超の、もう1人は1000人以上の登録料を立て替えたとしている。また、鳩山氏側の政治資金報告書には「資金提供を示す記載はなかった」。
鳩山氏側からは渡した資金の使い道の指示はなかったが、証言者の1人は「自費で立て替えた分を負担してもらったと受け止め、その穴埋めをした」と話したという。しかも、登録した名前の本人に「登録したことを伝えていないケースもあった」。
この証言が事実なら、金で「党員・サポーター票」を買ったと言われても仕方ない状況だ。02年9月23日に開票された代表選の決戦投票で、鳩山氏は「国会議員・公認内定者」票では、菅直人氏に負けていたが、党員・サポーター票をもとに算出する「都道府県代表」票で上回り辛勝した。
鳩山氏の「子分へのカネ」を巡っては、10年2月にも大きく注目された。鳩山氏が、元秘書の政治資金規正法違反事件に絡み、母安子さんから毎月1500万円の「子ども手当て」をもらっていたことが発覚して話題になる中、12日の国会審議で自民党（当時）の与謝野馨・元財務相がこう暴露したのだ。鳩山氏の弟、邦夫議員から聞いた話として、
「ウチの兄貴は、まあしょっちゅうおっかさんとこ行って、子分に配るカネ、子分を養成するカネが必要だって、おカネもらってたって」
さらに、邦夫氏のところへ母親から電話があり、「あんたは大丈夫なの？」「あんたは子分がいないの？」と言われた、と邦夫氏から聞いたと話した。
これに鳩山由紀夫首相（当時）は興奮して反論した。「まったくの作り話であります！」。民主党議員らから「冷静に、冷静に」と応援ヤジも飛んだ。由紀夫氏は続けて「母に対して、そのようなお金の無心、特に子分に配るお金をくれなんて言うわけありません。大体この議員の中で私からもらった人はいません。だれにも差し上げていませんから」と断言していた。
邦夫氏は翌日会見し、由紀夫氏が母親に金を無心した、というニュアンスについては「母から聞いてない」と否定した。しかし、母との電話の会話で「お兄さんは子分がいっぱいいて、その世話とか面倒をみるのに大変お金がかかるという話だが、あなたには子分はいないの」と言われたことは「事実だ」と認めた。
■6月2日の首相辞任表明と何らか関係あるのか
由紀夫氏の「言葉が軽い」ことは、今さら誰も驚かない。自身の資金管理団体を巡る偽装献金問題については、「裁判が終わった暁には、できる限り使途を説明したい」と話していたが、結局「検察が判断して結果を出した。基本的には資料の提出などは必要ない」とあっさり撤回した。由紀夫氏は、10年6月4日の首相退陣にあたり、退陣会見を開かない、という異例の対応を取った。こうした問題についての質問を避けていると受け取られても仕方がない。
朝日新聞によると、上記記事の内容について鳩山由紀夫事務所に質問したのは、6月2日の首相辞任表明前だとしている。辞任表明の直近まで「続投に意欲」と見られていた由紀夫氏の心境の変化に、朝日新聞の取材が関係していたのだろうか。ちなみに、2日に由紀夫氏とともに幹事長職の辞職を表明した小沢一郎氏を巡っても、翌3日発売（首都圏など）の週刊文春（6月10日号）に、小沢氏に関する自民党時代の派閥のカネを巡るスキャンダルが報じられている。
鳩山由紀夫事務所に電話で取材すると、
「朝日にも答えたように、当時の事情が分かる者がいないのでコメントできない」
との回答だった。
